of 1999

I have examined the accompanying Ordinance, entitled

An Ordin..nce to amend the Magistrates and Criminal Law

Amendment Ordinance, 1909,

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions

Section 8 gave power to the Governor-in-Council to make Regulations for the prevention of expectoration in public places. Eighty of the leading Chinese having formed a society for the total suppression of the habit by educational and pergussivu

means" and undertaken to conduct an "anti-spitting campaign"

with energy, earnestness and cuccess, it is considered that the

object sought can be better achieved in this way than by

legislation.
